Resolution 73: Admitted Lisa’s embezzlement complaint against Bosch

Overview
On June 22, 2023, the Anticorruption Prosecutor’s Office issued Resolution No. 73-2023 formally admitting the criminal complaint filed by attorney Carlos De Icaza Muñoz on behalf of Lisa, S.A. The complaint alleges that Juan Luis Bosch Gutiérrez committed acts of embezzlement while acting as legal representative of Villamorey, S.A. and as judicial depositary. Bosch is accused of retaining and misappropriating over $70 million in dividends owed to Lisa, S.A., never reporting to the court, and diverting funds for personal or third-party benefit.
The resolution confirms that all formal requirements for the complaint have been met under Panama’s Criminal Procedure Code and orders the opening of an official investigation. The prosecution also acknowledges Lisa, S.A. as the complainant and Bosch as the accused. The resolution includes requests for judicial accounting, forensic audits of Villamorey’s records, inquiries into the whereabouts of the missing funds, and cautions for asset protection. The complaint also references the role of law firm Galindo, Arias & López (GALA) as a legally obligated intermediary.
