Criminal Complaint: Lisa accused judge of blocking enforcement of ruling

Overview
On April 15, 2025, Lisa, S.A. filed a criminal complaint against former civil judge Lesbia Wolfschon Puga for alleged obstruction of justice. The company accuses the judge of unjustifiably paralyzing the enforcement of a 2021 executive judgment against Villamorey, S.A., despite multiple legal requests and procedural mandates to proceed with asset embargoes. The complaint asserts that Wolfschon, who served as the Eleventh Civil Judge of the First Judicial Circuit of Panama until December 2024, deliberately omitted and delayed essential procedural acts, harming Lisa, S.A.'s right to judicial protection.
The complaint cites articles 355 and 356 of the Panamanian Penal Code, which penalize public officials for abuse of authority and for unlawfully refusing or delaying official duties. It argues that Judge Wolfschon knowingly and willfully blocked the executive proceeding for over two years, even after an appeal was granted in a manner that allowed the process to continue. Lisa, S.A. requests that the Public Prosecutor initiate a criminal investigation, enforce accountability, and ensure compliance with judicial duties.
