Overview

On June 23, 2025, the Anticorruption Prosecutor’s Office issued Resolution No. 55-2025 admitting the criminal complaint filed by Lisa, S.A. against former Eleventh Civil Court Judge Lesbia Wolfschon Puga. The complaint concerns actions taken while the judge presided over Lisa’s enforcement case against Villamorey, S.A., in which she allegedly refused to process requests and unlawfully paralyzed the proceedings despite an existing admission order and procedural rules requiring continued action.

The Prosecutor determined that the complaint met all formal requirements under Article 88 of the Criminal Procedure Code and therefore must proceed to investigation. The resolution clarifies that admission does not constitute a finding that a crime occurred; rather, prosecutors will now investigate whether the alleged conduct constitutes the crime of breach of public-service duties under Article 356 of the Criminal Code. The parties are ordered to be notified.
