On January 31, 2025, Lisa, S.A. filed a formal request with the Anti-Corruption Prosecutor's Office of Panama's Procuraduría General de la Nación seeking an Interpol location alert for Juan Luis Bosch Gutiérrez. The basis for the request is straightforward: despite repeated attempts, Bosch has not been located for personal notification of the resolution admitting the criminal complaint against him.
The motion comes at a critical stage of the criminal investigation. The Prosecutor's Office had admitted Lisa's criminal complaint on June 22, 2023, and issued a summons ordering Bosch to appear, without success. By January 2025, the investigation had advanced through multiple steps, including requests for financial records from Villamorey, S.A. and the addition of a second criminal complaint filed by BDT Investments, Inc. accusing Bosch of misappropriating $120,000,000.00. The inability to personally notify Bosch presented a procedural obstacle that this motion seeks to overcome through international police cooperation.
The filing came just nine days after Bosch's attorney, Lcdo. Moisés Joel Bartlett Quiel, submitted an opposition brief in which, while arguing against the requested evidentiary measures, he acknowledged that Lisa, S.A.'s shares had been endorsed to BDT Investments, Inc. This sequence indicates that, although Bosch's defense was actively participating in the criminal file through written submissions, Bosch himself was neither appearing in person nor available for notification purposes.
