The private-party release mechanism allowed Lisa's counsel to handle the dispatch directly through Panama's foreign ministry, expediting a process that would otherwise have depended entirely on institutional channels.

Dispatch Method

The form specifies a diplomatic dispatch method, pursuant to the 1975 Inter-American Convention on Letters Rogatory and Article 1012 of Panama's Judicial Code. The dispatch was carried out at the requesting party's expense, in accordance with Note A.J.-MIRE-2021-53357 of July 21, 2021, and Note DAJI/0752 of August 4, 2021, which established the procedure for private parties to retrieve documentation from the Ministry of Foreign Affairs.

Despite these efforts, international service did not succeed promptly: months later, Lisa was compelled to petition the court for authorization to obtain information on the location and identity of the Guatemalan authority that received the rogatory letter, underscoring the logistical difficulties that prolonged the attempt to locate and serve Bosch in Guatemala.
